故事的背景舞台設在近未來的日本，還以香港的街道作為基礎，大約2030年代前後。

彼時進步的科技已可將人體的大部分替換為生化軀體，且透過埋藏在大腦中的線路，人類意識可以進入數位網路之中。

此時出現了許多生化人與網路駭客的新型態犯罪事件，因此成立了直屬於首相的「公安九課」（通稱：攻殼機動隊），以武裝實力來直接打擊犯罪。
